Who is the developer of the board, and why did not you purchase it through official distributor/shop?
Do you have design files for the board? Post the image of the board from both sides.

Looks like to be the clone of WIZ850io. WIZnet does not provide complete image set for the WIZ850io, therefore not possible to identify the genuine module.

I do not use W5500. When live cable is plugged in, and if W5500 is properly powered (and reset, but may not be configured) then link LED must turn on. You may test power first, and then test if SPI access works when chip is in faulty condition.
