핸드 쉐이킹 문제인것 같은데요 혹시 wireshark로 데이터를 확인해 보실 수 있을까요?

I took a quick look at the datasheet, but I haven't used this chip before, so take what I say with a grain of salt. Assuming you have already checked the physical electrical connections for continuity, you've put your power rails on a oscilloscope and everything is within the datasheet bounds during the link failure, then the next thing I would check is if any packets can actually transfer while the link is on.
Try assigning it an IP address, make sure ping block is disabled, and continuously ping it from another machine on your testing network. If there is no response then I would narrow in on the physical layer between the cable and the chip, check your routing, magnetics, and jack. If you have a fast enough scope you can also directly probe the diff pairs and work through the 802.3 spec to see where your link is failing.
