WIZ750SR은 시리얼로 들어온 데이터를 이더넷으로, 혹은 이더넷으로 들어온 데이터를 시리얼 데이터로 변환해서 내보내는 장치로, 디바이스가 데이터를 직접 전송하지는 않습니다.
먼저 아래 링크를 참조하여 기본 통신 테스트를 진행해 보시는게 좋을 것 같습니다.

커맨드모드를 off하고 시리얼로 메시지를 보내면
설정된 값으로 데이터를 전송하는 구조가 맞나요?

네, 맞습니다.
시리얼 커맨드 모드에서는 TCP connection을 할 수 없습니다.

소켓 커넥션은 설정된 값으로 자동으로 open되나요?

네, 소켓은 자동 open 됩니다.
WIZ750SR의 경우 UART2의 디버그 메시지를 통해 상태를 모니터링 하실 수 있습니다.
(EVB 사용 시 micro 5핀 usb 연결 / 모듈 형태로 사용 시 usb to serial 모듈 등을 사용해 연결)
