안녕하세요 위즈네트 입니다. RSET_BG의 전압 값이 정상적이지 않은 것 같습니다.
위 세가지가 이상이 없다면 아마 PCB 설계 쪽에 문제가 있을수도 있습니다.

추가적으로 먹통보드의 25MHz 클럭이 그라운드에서 1V 가량 떠서 클럭이 생성됩니다.
