Mouser에서 구매한 칩이 문제가 있었던것 같습니다. 국내 대리점을 통해 구매하여 테스트하니 잘되네요.

저도 동일 증상이 있었는데
찍어보니 25MHz쪽 발진이 안되는 문제였습니다.
다른 분들 보시면 참고 부탁드려요.
