제가 분석해 보니, 포트번호 67->68, 68->67로 잘못된 패킷을 전송하고 있었습니다.
포팅을 하면서 숫자로 바꾸었더니 저런 문제가 발생하네요.
지금은 DHCP는 제대로 잘 되고 있습니다.
