Once turned on it was successful. I also succeeded in using the WIZ811MJ module that connects to the Arduino over the Internet  . The problem is that the part to check whether the PC’s power LED is on or off is not properly done. I did the soldering wrong, but it was insulated and the back of the board was coated with glue gun adhesive, making it difficult to correct the circuit.

 

 
Well, once it turns on, it seems to be successful, so you can tell whether it is turned on by remote accessing it from the outside. The Arduino coding itself needs to be looked at a bit more. The actual product only needs an Arduino and the Internet, and the LCD module shown in the picture is not needed.
 
Although it costs additional cost to configure the switch with Arduino, it can be configured for 20,000 Chinese-made Arduino, WIZ811MJ internet module (same part as Arduino internet shield) 30,000, and about 50,000 won. When I looked for a similar device, it cost over 10,000 won. 
I’m not an electronics major, so it’s a bit unreasonable to configure transistors and other circuits, but if you connect an LED called a photo coupler and a switch that allows electricity to flow when it receives the LED light, you can handle the switch without worrying about a short circuit between the Arduino and the PC without electrical connection.

It’s futile to spend the entire evening on a day off, and not come up with a clean result ^^;
I’m busy these days, so I don’t have much time because I’m late for work on weekdays. If the ironing is successful, the SW part will be processed in the company’s spare time, but the stupid design of the circuit at first is disappointing. It’s a misnomer, but there’s a real reason why people listen to Korean IT buzzwords.
