안녕하세요,
보내주신 내용은 AP 모드로 동작을 하도록 설정하신 것 같아 보입니다.
AP 모드로 동작을 하도록 설정할 때는
AT+WSET=0,wifi250 → AT+WSET=1,wifi250
AT+WSEC=0,WPA2,987654321 → AT+WSEC=1,WPA2,987654321
로 설정하셔야 합니다.
AT 명령어에 대해 궁금한 점이 있으시면 [url]http://wizwiki.net/wiki/doku.php?id=products:wizfi250:wizfi250pg:start[/url] 에서도 확인이 가능하니,
테스트시에 참고하시면 될 것 같습니다.

추가 답변입니다.
AT+USET 명령을 사용하면 reset이 진행되기 때문에,
다음과 같이 AT+MPROF 명령을 사용하여 저장을 하고 진행하셔도 될 것 같습니다.
AT+WSET=0,wifi250
AT+WSEC=0,WPA2,987654321
AT+WNET=0,192.168.0.100,255.255.255.0,192.168.0.1
AT+SCON=S,TSN,5000,1
AT+MPROF=S
AT+USET=460800,N,8,1,N
