# W5500 Act led is always on, connection not work

Head help
I am developing my device with w5500 chip and I have problem. act led is always on, link led is always off, Ethernet connection does not work, but my switch shows some activity on link. When I reset w5500 act led turns off and turns on after 1-2 seconds.

chip is working, I can read / write registers.

what could be problem? Help))))

pins 11,15,17,21,4,8 connected to +3.3VA
pins 14,16,19,3,48,9 to GND
